Historic review in Bucks County towns

Who decides

Town by town

  • New Hope, PA: HARB and Borough Council review exterior changes, a new paint color included.
  • Doylestown, PA: The Borough HARB reviews exterior changes. It doesn’t regulate paint, and interiors are exempt.
  • Newtown, PA: Two Newtowns, two HARBs: the Borough’s and the Township’s, each with its own clock.
  • Yardley, PA: Exterior work in the Historic District goes to HARB, and floodplain work needs its own permit.
  • Washington Crossing, PA: Upper Makefield’s floodplain permit form uses a 25% substantial-improvement threshold.
  • Holland and Richboro, PA: Northampton Township. Fees may double if work starts before the permit, and a village overlay adds zoning rules.
  • Warwick Township, PA: Township offices in Jamison. Additions need a zoning and a building permit, and electrical goes to a third-party agency.
  • Buckingham, PA: Includes Furlong, Lahaska and Holicong. Kitchen permits ask how a big range hood gets its make-up air.
  • Solebury, PA: Six historic districts; Carversville and Phillips’ Mill get HARB design review. Fees double if work starts early.
  • Wrightstown, PA: Includes Penns Park, Pineville and Wycombe. One combined building and zoning application; a grading permit for new impervious surface or disturbance over 1,000 sq ft.
  • Langhorne, PA: We signed a kitchen remodel here. The borough’s permit FAQ says moving plumbing or walls means a permit.

On your job, any permit the work needs is in place before that work starts, and it’s written into your scope. How permits work across both states: remodel permits in NJ and PA.
